The Home Rule Charter of the City of Omaha was adopted by electors on November 6, 1956.  The Charter established a Mayor-Council form of government, with an elected Mayor as chief executive and an elected legislative body known as the City Council.  The City Council is composed of seven members known as Councilmembers who are elected on a non-partisan basis to four-year terms.

City Council Powers and Duties

The City Council has the power to adopt, amend or repeal ordinances necessary to execute or make effective the provisions of the charter.  In addition, the City Council has the power to adopt the budget, make or confirm appointments, provide for an independent audit and other necessary actions consistent with the charter.

City Council Meetings

The City Council meets most Tuesday afternoons beginning at 2:00 p.m. in the Legislative Chambers located on the second level of the Omaha/Douglas Civic Center, 1819 Farnam Street.  The City Council does not meet during certain holiday weeks.  View the non-meeting dates. City Council meetings are open to the public.  No ordinance, resolution, rule, regulation, order or directive may be adopted except at a public meeting.

City Council Agenda

The City Clerk's Office maintains the weekly agendas and journals for the City Council.  The agenda is normally available on the website the Friday prior to the next Council meeting.

Public Hearing

All ordinances and resolutions on the City Council agenda receive a public hearing.  The City Council will hear from proponents and opponents of the item under consideration at the scheduled public hearing.  The timing of the public hearing depends on the item under consideration.  See the City Council agenda or call the Council office to confirm the public hearing date.
